The reason behind a staff is seeing all support tickets is, the account role to which he/she is entitled has a permission 'Manage All Support Tickets'. When this particular permission is switched on, the staff will see all support tickets of the system along with the tickets he/she has been assigned with.
If you want to entitle a staff to see or manage only the support tickets assigned to him/her, make sure that he/she is given the permission 'Manage Assigned Support Tickets'. And also the 'Manage All Support Ticket' permission is switched off.
